Mending the Education System in colleges and universities

I recently read an article by an IIT professor suggesting a way to improve colleges and universities.
As of now, most of the colleges do not enjoy any autonomy when it comes to the syllabus and examinations. These factors are controlled by the university under which a college falls. The professor suggested that a part of the syllabus be under the control of the governing university and a part of the syllabus be made free to rule by the college. This will not only ensure that core subjects are given due importance but at the same time the autonomy will allow each college to improvise based on the latest trend thus making the students up to date and introducing one more factor to competition as well.
Although the idea seems appealing the fact that it has not been implemented must imply that it has some fundamental flaw or scope for misuse. If not then I think it should be implemented soon.
