The location is irritatingly hidden and there are no clear instruction on Steam or Bethesda Blog on how to Open it, so here they are:
1. Open Steam
2. Sign In
3. Go to View->Tools
4. From the long list of tools displayed right click Creation Kit and click Install.
5. Done
